			<content:encoded><![CDATA[<p>DETROIT LAKES, Minn. — (9:15 a.m.) The Minnesota Department of Transportation and the Minnesota State Patrol urge motorists to drive with caution as flooding affects area highways in Wilkin and Big Stone counties.</p>
<p><strong> Road closures </strong></p>
<p>The following state highways are closed until further notice:</p>
<ul>
<li>Highway 75 near Kent is closed from Wilkin County Road 24 to Wilkin County Road 22. Water is receding, but Mn/DOT crews are repairing washed out shoulders and a section of roadway under the railroad bridge. Traffic continues to be detoured using Wilkin County Roads 3 and 26.</li>
<li>Highway 12 east of Ortonville is closed from Highway 75 to Big Stone County Road 21. The roadway is under water, causing dangerous driving conditions. Traffic is detoured using Highway 75 and Big Stone County Road 21.</li>
</ul>
<p><strong>Open – use caution</strong></p>
<p>The following state highways are currently open but conditions can change rapidly. Motorists should use extreme caution approaching the following areas:</p>
<ul>
<li>Highway 12 east of Big Stone County Road 21 at Horseshoe Lake – Open to traffic, watch for water on the roadway.</li>
</ul>
<p><strong>Open – water receded</strong></p>
<p>The following state highways are open and water has receded – water is no longer a threat to the roadway:</p>
<ul>
<li>Highway 75 one mile north of Kragnes – Open to traffic.</li>
<li>Highway 200 east of Mahnomen at Twin Lake Creek between Mahnomen County Roads 3 and 4 – Open to traffic.</li>

			<content:encoded><![CDATA[<p>Due to dike construction, eastbound traffic on 52<sup>nd</sup> Ave. South from 42<sup>nd</sup> St. to 38<sup>th</sup> St. will be reduced to one lane until dike construction is complete in this area.</p>
<p>52<sup>nd</sup> Ave. South, east of University Drive, will be reduced to one lane to make room for the construction of a clay dike around Riverview.  Drivers are asked to use caution and allow extra time as the National Guard will be flagging traffic to allow the bridge to remain open during construction.</p>
<p>Dike Construction is these areas will begin at approximately 1:00 p.m. this afternoon (Wednesday, March 17).</p>

			<content:encoded><![CDATA[<p>Local middle school and high school students are again taking the time to help protect our community by filling and placing sandbags along the Red River. Today, <strong>Wednesday, March 17</strong> approximately 1,600 students from Fargo Public Schools, Shanley and West Fargo Public Schools will assist at sandbag central and in neighborhoods which still need help building sandbag dikes. Below is a list of some of the locations where students will be volunteering:</p>
<ul>
<li>Fargo      South students – River Vili, Harwood Grove and Timberline</li>
<li>Fargo      North students – Peterson Parkway/Lilac Lane/ Woodcrest</li>
<li>Shanley      students – Belmont Park and Southwood</li>
<li>West      Fargo students – Rose Creek</li>
<li>Oak      Grove Students – Oak Grove</li>
</ul>
<p>In addition, nearly 900 students from Fargo Public Schools have excused absences and are helping sandbag in their own neighborhoods.</p>

Organizers hope to fill 65,000 sandbags today which would complete our goal of filling one-million sandbags. This goal is expected to be reached this afternoon. At that time sandbag filling operations will be put on hold and the “Denny’s Bucks for Bags” program will end.</p>
<p>Volunteers are still asked to help our community by placing sandbags in neighborhoods. Shuttles will be transporting residents to and from neighborhoods from the shuttle site at First Assembly of God Church, 3401 25<sup>th</sup> St. S., Fargo. Shuttles will run from 9 a.m. to 8 p.m.</p>
